Can Les Clintons Scupper Obama's US-Iran Rapprochement?

They will if they can, and in league with the US Zionist lobby they well might. The latter is currently eager to fund and promote the Clintons new project, according to New Orleans sources close to political operative James Carville, a veteran of three Clinton and two Obama presidential campaigns. Carville has publicly sworn recently while out late with drinking buddies in his favorite French Quarter bar that he was finished "pimping for the Clintons." Plus he has come to "really admire the current President".
But Bill is not and does not:
Hillary ClintonDespite the Clinton estate by now valued at tens of millions of dollars which continues its rapid expansion since the White House days, the former President is reportedly often short tempered and grouchy these days.
Put very simply, Bills problem has to do with his planned "third act" in life. Le Clinton needs La Clinton to return the Oval Office to where Le claims it belongs. But La is tired and laments that she does not really want to go through another grueling and humiliating (her word) Presidential campaign season. Adding, one imagines, todomestic pressure at home is the fact that the 2016 Presidential campaign is already starting as White House aspirants move around Iowa and New Hampshire and to myriad venues launching their 'trial balloons.'
Mrs. Clinton is reportedly hearing from her husband sweet entreaties and whispers to the effect that all she needs to focus on is getting elected in November of 2016 and he will help her campaign a lot. If things work out as hoped La Clinton's name will be on the White House stationery but Le will run the show through 2024 from "behind the curtains and do the yeoman labor in the vineyards for America" according to one former Member of the Democratic National Committee with whom this observer served as DNC member from Oregon years ago.
There are several surfacing problems, some apparently not anticipated, with the former President's reportedly carefully crafted plan. An increasingly major one is perceived to be President Obama. " Barack appears to be threatening to break out of the Uncle Tom mold and get all uppity and radical and do things he claims to have believed in from childhood but put off until his last term" according to the same source. American history reveals many similar transformations of lame duck Presidents with many falling short of their last term goals. Obama appears ready to fight for his.
As he increasingly discusses privately with friends in Congress, Barack Obama wants to extricate the US at least to some extent from the Middle East quagmire, end more than a decade of criminal wars, get real about the phony 'war on terror' and lessen US funding and even lighten US and UN political cover for the Zionist regime still illegally occupying Palestine. He is equally passionate about want to 're-build America-its schools, medical system and infrastructure" as he stressed during his joint appearances with the Republican nominee Mitt Romney, shortly before Obama's stronger than expected showing on election night.
ObamaMoreover, Republicans don't appear to have connected much with the voters and they have yet to capitalize on claimed Obama shortcomings. The Clinton camp sees Obama's hoped for legacy as fatal to their chances not least for the reason that he makes no bones about being livid over Tel Aviv obstructionism during "peace negotiations" which he has reportedly come to believe are a ploy to steal more Palestinian land and undermine any realistic prospect for a viable Palestinian state.
The Clintons are said to believe that if Obama breaks loose from the Washington establishment and returns to the ideas his unconventional mother, who was an activist, liberal multicultural student who not only advocated full racial and gender equality, but married an African that the US right wingers and the Zionist lobby will combine to put a Republican in the White House.
One political operative on Capitol Hill who follows Presidential politics closely claims that over the past few weeks one issue has come to symbolize the Obama Administrations goals and Obama's potential legacy, and that is restoring some modicum of normalization of US-Iranian relations. Kerry, a potential 2016 White House candidate himself, and one who stands to gain substantially at the ballot box for his role, since his and Obama's views are increasingly the same as the American public who according to a recent poll favors improved relations with Iran by more than 80%.
For Le Clinton and his team, this is not good, less so for the Zionist Congressional lobby who reliably and consistently votes for Israel's interests over their own constituents' needs and wishes. For this reason Tel Aviv has gone all out to force Congress to impose more sanctions on the people of Iran and to raise barriers to the Obama-Kerrey initiative. This week they failed again to scuttle hopes for improved US-Iran relations, try as they might, to impose threats that would force the Rouhani government in Tehran to retreat from their gamble that the American side was serious about resolving the nuclear file and improving relations while scrapping some of the US political sanctions that having increasingly been targeting the civilian population of the Islamic Republic with the hope of igniting a street movement for regime change given the inflating cost of food and consumer, and unavailability of certain chronic care drugs.
Some of the regular cast of characters, who appear as if for a Broadway curtain call when summoned by AIPAC, Congressmen Eric Cantor, Mark Kirk, Ed Royce, Elliot Engel, Robert Menendez, Michael McCaul, Rep. Brad Sherman among others, failed to parry John Kerry's arguments late this week before Congress as he argued for more time to see what will happen over the next six months. This observers Congressman in Maryland's 5th District, whose staff swears reads Al-Manar and my 2-cents worth of rants, actually balked and left the lobby high and dry on the efforts to abort the While House initiative. Times they may be changing--however late on the game clock.
Kerry teamed with Obama in the White House decision to crack down on oil and shipping companies accused of helping Iran evade economic sanctions, a move that came as the White House appeared to gain ground in its fight to keep Congress from enacting even tougher restrictions that threaten to derail nuclear talks with the Islamic republic. "We will continue to take action against those who evade, or attempt to evade, our manifold sanctions on Iran," David S. Cohen, the Treasury Department's undersecretary for terrorism and financial intelligence, to Congress this week. "Make no mistake about it, Iran is still off-limits" for most oil and banking transactions, Cohen said.
The enforcement actions against Asian, European and Iranian firms were announced moments before two of the administration's top experts on Iran appeared before a Senate panel to warn again that the imposition of further sanctions could doom any chance of a final agreement with Iran on permanent limits to the country's nuclear program. The White House is reported to have loved the timing which helped deflate the Zionist project.
Late this week, according to a former aide who claims that she has given up politics word from the Clinton camp is that Bill has apparently concluded that La can't secure the Oval Office without the green (as in the color of US currency) light from Tel Aviv.
Even though this observer was a Jerry Brown supporter at the 1992 Democratic Convention in New York and stuck with my guy despite heavy lobbying from William Jefferson, I sort of like the fellow and think the charitable work he is doing is helping many and he should stick with it. As for Hilary, as she told Katie Couric recently, what she really wants most in a grandchild to love and spoil.

A Syrian opposition website posted that "one thousand man" of Hezbollah fighters were killed in Syria and that photos of them will be published in a series of ten episodes. The website in question wouldn't be even known if it weren't for the "petro-dollar" networks that circulated its story.
In a statement of the editor in chief of All4Syria website (Kollona Shorakaa, We Are All Partners in English) to Elaf, he stressed that "the number of those killed of Hezbollah is documented in photos," adding that the goal behind publishing the news and images is to put the party in face of its popular audience.
In promotion for the news, Elaph went on to say that "Syrian opposition members predicted that this post will create confusion within Hezbollah ranks."
What about the photos of those 'killed' and what confusion was caused?
In the first episode, the opposition website posted eighty photos of Hezbollah members who were martyred while fulfilling their Jihadist duty. The comment of Alhadath news website on the posted story was very interesting:
"The Syrian opposition member Ayman Abdulnoor said that he will publish photos of one thousand martyrs of Hezbollah, but he posted only eighty photos of the martyrs whose identities were already announced by Hezbollah. In addition to that, several names and photos have been repeated within the same episode," it said.
Alhadath news documented how All4Syria used the image of martyr Ali Shabib Mahmoud (Abu Turab) twice, once under his true name and the other signed as the "field commander Ali Hamoud."

Perhaps this was not by mistake, but deliberately done especially when posting the photo of martyr Hasan Merhi twice, firstly under his own name and secondly under the title of 'field commander'!

Apart from the lapses of the mentioned website, a question arises: What confusion was brought about by "this photo-documented news"?
"They say 1000 .. we say 1001 #we_are_all_martyrs" was the first reaction translated in the video circulated on YouTube made by Ali Zein.
Perhaps the video was a green light to launch an extensive campaign on social networks, where a number of young men started deliberately to use the unified hashtag: #We_are_all_martyrs.
Facebook also witnessed significant interaction when several activists pictures shared photos of a number of martyrs with the hastag. Here below a number of comments is listed:

Ban: Chemical Arms Used against Both Civilians, Military Targets in Syria

UN Secretary General Ban Ki-moon confirmed that chemical weapons were used in five sites in Syria, against civilians and military targets.
He called on to hold accountable those who are responsible for the attacks.
Speaking before the United Nations General Assembly, Ban deBan Ki-moonplored "in the strongest possible terms the use of chemical weapons in Syria," describing such attacks as "offense against the universal values of humankind."
A UN report, issued Thursday by a team tasked with probing chemical attacks in Syria, concluded that such banned arms were used at least five times in the conflict-hit country.
"I note with a deep concern that the team collected evidence and information corroborating allegations that chemical weapons were used on several occasions at multiple sites against both civilians and military targets," Ban said.
"The international community has a moral and political responsibility to hold accountable those responsible to deter further incidents and ensure that chemical weapons can never reemerge as an instrument of warfare," the UN Chief added.
Meanwhile, Ban said he was "encouraged" by progress made in dismantling Syria's chemical arsenal.
"The international community continues to expect the Syrian Arab Republic will implement faithfully its obligations to complete the elimination by the first half of 2014," he said.

100 مصاب وغرق مئات المنازل في قطاع غزة جراء العاصفة وفتح الاحتلال للسدود
اعلنت الحكومة الفلسطينية في غزة السبت ان 5500 مواطن غمرت مياه الامطار منازلهم في قطاع غزة قد تم ايواؤهم في مدارس حكومية . وذكر المكتب الاعلامي الحكومي ان "عشرات المنازل غرقت في قرية قرب دير البلح (جنوب) بفعل تدفق المياه بعد ان فتحت اسرائيل السدود بالقرب من الحدود شرق القطاع في وادي السلقا".
واكد مسؤولون في الدفاع المدني في غزة انه يجري العمل لاخلاء عشرات العائلات الذين حجزوا في بيوتهم التي غمرتها مياه الامطار التي وصلت الى مستوى يزيد عن مترين في منطقة حي النفق شمال شرق مدينة غزة.
وتستخدم طواقم الدفاع المدني والطوارئ والبلديات ونشطاء من الفصائل الفلسطينية قوارب صيد صغيرة بمجاذيف لاخلاء العالقين من بيوتهم وحتى للتنقل.
وقام اسماعيل هنية رئيس الحكومة المقالة بزيارات تفقدية الى عدد من المنازل المتضررة ومدارس ايواء في القطاع.
من جانبه قال الطبيب اشرف القدرة المتحدث باسم وزارة الصحة في بيان انه تم "نقل 96 مواطنا الى المستشفيات لتلقي العلاج اثر اصابتهم بجروح مختلفة بسبب غرق منازلهم بعد طمرها بمياه الامطار منهم 40 مصابا منذ الليلة الماضية".

#Russia: Russian Special Services (#FSB) Seize Books and Plant Weapons to defame #Hizb ut-#Tahrir
On Tuesday 10th December the Russian mass media with reference to the website of MIA reported the news that there was a massive special operation in Dagestan held to stop the activity of the international organization of Hizb ut Tahrir. On suspicion of Hizb ut Tahrir's involvement, there were 47 searches, 52 people detained, 3 residents of Makhachkala arrested. All actions of the Special Services were carried out under the previously initiated criminal cases of Part 1 Article 30, 278 and Part 1 Article 282 RF CC. i.e. "an attempt to seize power by overthrow of constitutional order" and "extremism".
To endorse the lies that Hizb ut-Tahrir's objective was a forcible overthrow of constitutional order in Russia, they planted grenades and home-made explosives during the searches, where Islamic literature was seized. From this the authorities proved once again that they had nothing to oppose the call of Hizb ut Tahrir except dirty lies and brutal force.
Russia is the only country in the world that recognizes Hizb ut Tahrir as a terrorist organization. There is nothing surprising in the fact that the Special Services persecute the Shabab of Hizb ut Tahrir, because Russia fights against Islam and Hizb ut Tahrir works to protect Islam. However everything is under the control of Allah سبحانه وتعالى, Who makes it so, that a lie cannot hide the truth. Allah سبحانه وتعالى says:
وَقُلْ جَاءَ الْحَقُّ وَزَهَقَ الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقًا
"And say: "Truth has come and falsehood has vanished. Surely falsehood is bound to vanish".
(17:81)
Despite the schemes from the enemies of Allah سبحانه وتعالى the call of Hizb ut Tahrir continues with an ever-increasing number of people learning the truth about Islam. If Allah سبحانه وتعالى tests any of Hizb ut Tahrir's Shabab with imprisonment, so He is also concerned about the dawah to continue. Allah سبحانه وتعالى says:
وَإِذْ يَمْكُرُ بِكَ الَّذِينَ كَفَرُوا لِيُثْبِتُوكَ أَوْ يَقْتُلُوكَ أَوْ يُخْرِجُوكَ وَيَمْكُرُونَ وَيَمْكُرُ اللَّهُ وَاللَّهُ خَيْرُ الْمَاكِرِينَ
"And when the disbelievers plotted against you to imprison you, or to kill you, or to get you out; they were plotting and Allah too was plotting; and Allah is the Best of those who plot".
(8:30)
Allah سبحانه وتعالى will certainly humiliate liars and all who oppose the spread of the truth and it is only a matter of time.
The Messenger of Allah صلى الله عليه وسلم said:
«لَيَبْلُغَنَّ هَذَا الْأَمْرُ مَا بَلَغَ اللَّيْلُ وَالنَّهَارُ، وَلَا يَتْرُكُ اللَّهُ بَيْتَ مَدَرٍ وَلَا وَبَرٍ إِلَّا أَدْخَلَهُ اللَّهُ هَذَا الدِّينَ، بِعِزِّ عَزِيزٍ، أَوْ بِذُلِّ ذَلِيلٍ، عِزًّا يُعِزُّ اللَّهُ بِهِ الْإِسْلَامَ، وَذُلًّا يُذِلُّ اللَّهُ بِهِ الْكُفْرَ»
"This case is sure to come where the night and day appears, and Allah will not leave a single house of settled or nomadic residents without this religion, exalt a noble and belittle a worthless fellow. Allah will magnify the glory of Islam and humiliate disbelief" [Ahmad and Tabarani].

The Answer to the Question: Is It Permissible to Carry Out a Punishment from Allah's Punitive Code on Earth by Jihadist Groups or Members?

Question:
Assalamu Alaikum wa Rahmatullahi wa Barakatuhu
Is it permissible (from a shar'i perspective) to carry out a punishment from the punishments of Allah on earth by Jihadist groups or members in "the absence of the Islamic State"? May Allah bless you and aid you.
Answer:
Wa Alaikum Assalam wa Rahmatullahi wa Barakatuhu.
The carrying out of a punishment is a consequent of the judgment after proving the evidence of legitimacy, and the judiciary is the obligatory notification of the judgment. This obligation means the presence of a power that obligates the perpetrator to be sentenced, and this power is the authority, i.e. the ruler applies Allah's rulings and obliges Muslims to abide by these rulings, so the punishments are not executed except by the ruler who establishes Allah's rulings.
As to the evidences for that, they are as follows:
1. General evidences, such as:
Allah (swt) says
﴿الزانية والزاني فاجلدوا كل واحد منهما مائة جلدة... ﴾
"The [unmarried] woman or [unmarried] man found guilty of sexual intercourse - lash each one of them with a hundred lashes..." [an-Nur: 2]
And Allah (swt) says
﴿والسارق والسارقة فاقطعوا أيديهما جزاء بما كسبا نكالا من الله والله عزيز حكيم﴾
"[As for] the thief, the male and the female, amputate their hands in recompense for what they committed as a deterrent [punishment] from Allah. And Allah is Exalted in Might and Wise." [al-Ma'idah: 38]
And Allah (swt) says
﴿والذين يرمون المحصنات ثم لم يأتوا بأربعة شهداء فاجلدوهم ثمانين جلدة... ﴾
"And those who accuse chaste women and then do not produce four witnesses - lash them with eighty lashes..." [an-Nur: 4]
Al-Bukhari has narrated from Ibn Abbas that the Messenger (saw) said:
"من بدل دينه فاقتلوه"
"He who changes his religion (i.e. apostates) kill him."
Muslim has narrated from Ubadah Bin as-Samit who said the Messenger of Allah said
"خذوا عني، خذوا عني، قد جعل الله لهن سبيلا، البكر بالبكر جلد مائة ونفي سنة، والثيب بالثيب جلد مائة، والرجم"
"Receive from me (this revelation), receive from me (this revelation). Allah has ordained a way for those women (unmarried females who committed adultery). When an unmarried man, commits adultery with an unmarried woman, they should receive one hundred lashes and be exiled for a year. If they (fornicate while they) were married, they shall receive hundred lashes and be stoned to death."
At-Tirmidhi has narrated in his Sunan from Abi Saleh from Mu'awiyah that he said: the Messenger of Allah (saw) said
"من شرب الخمر فاجلدوه..."
Whoever drinks Khamr, lash him...
These are general evidences that obligate the executing of punishments (lashing, amputating, kill him, one hundred lashes and stoning to death...), and they don't specify who should establish the punishment and how he should establish it. The general evidences, as in Usul, need indication, and commitment to them are through explaining the general. In his noble Ahadith, the Messenger (saw) had indicated this generality, and the Companions (may Allah be pleased with them) as well indicated this during the period of the righteous Caliphates in a clear explanation that the punishments are executed by the ruler with a clear indication that is based on Shar'i texts, and from these indicated texts that explain the general texts:
a. Allah (swt) says
﴿وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْكَ فَإِنْ تَوَلَّوْا فَاعْلَمْ أَنَّمَا يُرِيدُ اللَّهُ أَنْ يُصِيبَهُمْ بِبَعْضِ ذُنُوبِهِمْ وَإِنَّ كَثِيرًا مِنَ النَّاسِ لَفَاسِقُونَ﴾
"And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you. And if they turn away - then know that Allah only intends to afflict them with some of their [own] sins. And indeed, many among the people are defiantly disobedient." [al-Ma'idah: 49]
This noble Ayah, and other extensive Ayat in this subject indicate that the Messenger (saw) is the one designated to execute the rulings, and the speech of the Messenger (saw) in ruling is a speech to every ruler who comes after him and rules by Islam. This is according to the Usuli (fundamental) Rule that states that the speech of the Messenger (saw) is a speech to his Ummah as is, so if it were about the subject of ruling, it would be a speech for the Khulafaa after him as long as there is no specifying evidence. This is not mentioned here, so the one who applies the rulings is the ruler who rules by Islam.
b. There are Ahadeeth for the Messenger (saw) that shows that the guilty person whom should be punished used to be brought to the Messenger of Allah (saw) to apply the punishment upon him. Muslim extracted on the authority of Anas bin Malik,
أخرج مسلم عَنْ أَنَسِ بْنِ مَالِكٍ، «أَنَّ النَّبِيَّ صلى الله عليه وسلم أُتِيَ بِرَجُلٍ قَدْ شَرِبَ الْخَمْرَ، فَجَلَدَهُ بِجَرِيدَتَيْنِ نَحْوَ أَرْبَعِينَ»، قَالَ: وَفَعَلَهُ أَبُو بَكْرٍ، فَلَمَّا كَانَ عُمَرُ اسْتَشَارَ النَّاسَ، فَقَالَ عَبْدُ الرَّحْمَنِ: أَخَفَّ الْحُدُودِ ثَمَانِينَ، «فَأَمَرَ بِهِ عُمَرُ»
"A person who had drunk wine was brought to the Prophet (saw). He gave him forty stripes with two lashes. Abu Bakr also did that, but when Umar (assumed the responsibilities) of the Caliphate, he consulted people and Abd al-Rahman said: The mildest punishment (for drinking) is eighty (stripes) and 'Umar their prescribed this punishment." The ones who carry this out are the scholars from the Prophet's (saw) Companions and others
وأخرج البيهقي عَنْ أَبِي هُرَيْرَةَ، وَزَيْدِ بْنِ خَالِدٍ أَنَّ "رَجُلًا ذَكَرَ أَنَّ ابْنَهُ زَنَا بِامْرَأَةِ رَجُلٍ، فَقَالَ رَسُولُ اللَّهِ صلى الله عليه وسلم: «لَأَقْضِيَنَّ بَيْنَكُمَا بِكِتَابِ اللَّهِ»، فَجَلَدَ ابْنَهُ مِائَةً وَغَرَّبَهُ عَامًا، وَأَمَرَ أُنَيْسًا أَنْ يَغْدُوَ عَلَى امْرَأَةِ الْآخَرِ، فَإِنِ اعْتَرَفَتْ رَجَمَهَا، فَاعْتَرَفَتْ، فَرَجَمَهَا".
Al-Baihaqi has narrated from Abu Hurairah and Zaid Bin Khaled that "a man mentioned that his son has committed fornication with another man's wife, so the Messenger of Allah (saw) said: "I will judge between you by the Book of Allah", so he lashed his son one hundred time and exiled him for one year, and he commanded Unais to ask the other's wife, so if she confessed, she will be stoned to death. She confessed, so he stoned her to death"
وأخرج البيهقي كذلك في السنن الصغير عَنْ أَبِي الزُّبَيْرِ، عَنْ جَابِرٍ، «أَنَّ رَجُلًا، زَنَا بِامْرَأَةٍ، فَلَمْ يُعْلَمْ بِإِحْصَانِهِ، فَجُلِدَ، ثُمَّ عُلِمَ بِإِحْصَانِهِ، فَرُجِمَ» وأخرج النسائي نحوه.
Al-Baihaqi has narrated also in his book As-Sunan as-Sagheer from Abi az-Zubair from Jabir that "a man committed fornication with a woman. It was not known that he was married. So he was lashed. It was then known that he was married, so he was stoned to death." An-Nasa'i' has narrated a hadith of the like
وأخرج أبو داود في سننه عَنْ صَفْوَانَ بْنِ أُمَيَّةَ، قَالَ: كُنْتُ نَائِمًا فِي الْمَسْجِدِ عَلَيَّ خَمِيصَةٌ لِي ثَمَنُ ثَلَاثِينَ دِرْهَمًا، فَجَاءَ رَجُلٌ فَاخْتَلَسَهَا مِنِّي، فَأُخِذَ الرَّجُلُ، فَأُتِيَ بِهِ رَسُولُ اللَّهِ صلى الله عليه وسلم، فَأَمَرَ بِهِ لِيُقْطَعَ، قَالَ: فَأَتَيْتُهُ، فَقُلْتُ: أَتَقْطَعُهُ مِنْ أَجْلِ ثَلَاثِينَ دِرْهَمًا، أَنَا أَبِيعُهُ وَأُنْسِئُهُ ثَمَنَهَا؟ قَالَ: «فَهَلَّا كَانَ هَذَا قَبْلَ أَنْ تَأْتِيَنِي بِهِ»
Abu Dawud extracted in his Sunan on the authority of Safwan Bin Umayyah who said: I was sleeping in the mosque on a cloak mine whose price was thirty dirhams. A man came and snatched it away from me. The man was seized and brought to the Messenger of Allah (saw). He ordered that his hand should be cut off. I came to him and said: 'Do you cut off only for thirty dirhams? I sell it to him and make the payment of its price a loan?' He said: 'Why did you not do so before bringing him to me?"
وفي رواية الدارقطني عن عمرو بن شعيب عن أبيه قال رسول الله صلى الله عليه وسلم: «اشْفَعُوا مَا لَمْ يَتَّصِلْ إِلَى الْوَالِي، فَإِذَا أُوصِلَ إِلَى الْوَالِي فَعَفَا فَلَا عَفَا اللَّهُ عَنْهُ»، ثُمَّ أَمَرَ بِقَطْعِهِ مِنَ الْمِفْصَلِ.
And in a narration of ad-Darqatni from Amr Bin Shoa'ib from his father that the Messenger of Allah (saw) said: "Forgive as long as it did not reach the Governor, and if it were lead to the governor and he forgave, so may Allah never forgive him." Then he ordered the amputation from the wrist.
c. There were incidents in the era of the righteous Khulafaa, where the perpetrator will be brought to the Khaleefah or his representative to execute the punishment, and from these incidents
أخرج أبو داود الطيالسي في مسنده عَنْ حُضَيْنِ أَبِي سَاسَانَ الرَّقَاشِيِّ، قَالَ: حَضَرْتُ عُثْمَانَ بْنَ عَفَّانَ رَضِيَ اللَّهُ عَنْهُ وَأُتِيَ بِالْوَلِيدِ بْنِ عُقْبَةَ قَدْ شَرِبَ الْخَمْرَ وَشَهِدَ عَلَيْهِ حُمْرَانُ بْنُ أَبَانَ وَرَجُلٌ آخَرُ فَقَالَ عُثْمَانُ لِعَلِيٍّ: «أَقِمْ عَلَيْهِ الْحَدَّ...»
Abu Dawud at-Tayalisi in his Musnad from Hudhayn Abi Sasan ar-Raqashi who said: I was present when Uthman bin Affan (ra) was a caliph, and Al Walid Bin Uqbah was brought after he had drunk alcohol. Humran Bin Aban and another man witnessed him, so Uthman told Ali: Punish him...
وأخرج أحمد في مسنده عن عَبْدِ اللهِ بْنِ قَيْسٍ "أبي موسى الأشعري" «أن رسول الله صلى الله عليه وسلم بَعَثَهُ عَلَى الْيَمَنِ، ثُمَّ أَتْبَعَهُ مُعَاذَ بْنَ جَبَلٍ، فَلَمَّا قَدِمَ عَلَيْهِ قَالَ: انْزِلْ وَأَلْقَى لَهُ وِسَادَةً، فَإِذَا رَجُلٌ عِنْدَهُ مُوثَقٌ قَالَ: " مَا هَذَا؟ " قَالَ: كَانَ يَهُودِيًّا فَأَسْلَمَ، ثُمَّ رَاجَعَ دِينَهُ دِينَ السَّوْءِ فَتَهَوَّدَ. قَالَ: لَا أَجْلِسُ حَتَّى يُقْتَلَ قَضَاءُ اللهِ وَرَسُولِهِ ثَلَاثَ مِرَارٍ، فَأَمَرَ بِهِ فَقُتِلَ».
Ahmad extracted in his Musnad on the authority of Abdullah Bin Qais "Abu Musa al-Ash'ari" "that the Messenger of Allah (saw) sent him to Yemen, he then sent Mu'adh bin Jabal afterwards. When he arrived, Abu Musa told him to come down and gave him a cushion to sit down, then a man was brought. He asked, "What is this?" He replied, "He had been a Jew, then he became a Muslim, then he reverted to Kufr. Mu'adh said: 'I will not sit down until he is killed; this is the decree of Allah and His Messenger, (saying it) three times. He commanded them to kill him, so he was killed."
Abu Bakr fought the apostates when they denied the Zakah
أخرج ابن حبان في صحيحه عن أَبِي هُرَيْرَةَ قَالَ لَمَّا تُوُفِّيَ رَسُولُ اللَّهِ صلى الله عليه وسلم وَاسْتُخْلِفَ أَبُو بَكْرٍ رضي الله تعالى عَنْهُ وَكَفَرَ مَنْ كَفَرَ مِنَ الْعَرَبِ، قاتلهم أبو بكر وقَالَ: "وَاللَّهِ لَأُقَاتِلَنَّ مَنْ فَرَّقَ بَيْنَ الصَّلَاةِ وَالزَّكَاةِ فَإِنَّ الزَّكَاةَ حَقُّ الْمَالِ وَاللَّهِ لَوْ مَنَعُونِي عِقَالًا كَانُوا يُؤَدُّونَهُ إِلَى رَسُولِ اللَّهِ لَقَاتَلْتُهُمْ عَلَى مَنْعِهِ"
Ibn Hibban narrated in his Saheeh from Abu Hurairah who said: "When the Messenger of Allah (saw) died, and Abu Bakr became the Khaleefah after him and some of the Arabs reverted to disbelief, Abu Bakr fought them and said: "I will fight anyone who separates prayer and Zakah; Zakah is the compulsory right to be taken from wealth. By Allah, if they withhold from me a rope that they used to give to the Messenger of Allah (saw), I will fight them for withholding it."
The conclusion is that as the specification overrides the general, and the restricted explicitly overrides according to the Usuli foundations, the clarified [ruling] overrides the general. So the one who carries out the punishments is the ruler who rules by Islam, i.e. the Imam, and this is a fixed issue in accordance to the actions of the Messenger of Allah (saw) and to what the Khulafaa Rashidoun have followed, as we have showed earlier... This matter was well-known throughout the eras of the Islamic Khilafah, and much documentation from esteemed scholars is existent:
The saying of Ibn Taimiyah "Allah (swt) has addressed the believers with punishments and rights in an unrestricted address as His saying
﴿والسارق والسارقة فاقطعوا...﴾
"As for the thief, both male and female, cut off their hands..." [Al-Ma'idah: 38] But He knew that the addressed by this action should be able to do it, and it is not obligatory for the incapable... Ability means authority, so for that executing punishments is an obligation on those who have authority and their representatives."

Secularists say that if 'Islamists' get power, they will take the Muslim world back into the dark ages....yet the only Muslim Countries that have Space Programs (space rockets, space ports and launched satellites), heavy and independent advanced weapons industries, and the leading Scientific research capacities in the Muslim world, built completely indigenously - are regimes run by 'Islamists'! (e.g. the Islamic Republic of Iran, Islamic Republic of Pakistan [under 'Islamist' General Zia ul Haq]).
Despite both Pakistan and Iran only being semi-Islamic regimes (who only have a few Islamic laws, and whose governments have done many injustices, contrary to the teachings of Islam), the lesson is simple. If just implementing a little Islam can create Space Programs, industry, advanced weaponry (not imported) and scientific research capacities - just imagine what the full implementation of Islam can achieve...
Meanwhile, the most import-dependent Muslim (and African/South American/East-Asian) countries are Secular...
